Quick Sanitizer (Handrub) Recommended by W.H.O.

These instructions are difficult to follow unless you have access to 100% isopropyl alcohol or ethyl alcohol. What you usually get at the pharmacy is 70% but not to worry, the recipe actually lowers the alcohol content to 75% and the CDC says that anything over 60% is adequate.*
So, if we start with 100 ml of 70% isopropyl alcohol, you can add 1.5 ml glycerin and 0.2 ml of hydrogen peroxide and still be within guidelines for effective sanitizer (about 69%). I added the fluid to a small spray bottle and I mist my hands with it when needed.
If you went with something like Everclear (100% ethyl alcohol) you'd have to add distilled water to lower the concentration down to 75% (75 ml Everclear plus 25 ml distilled water). Then you would add the glycerin and hydrogen peroxide as above.
